HPSEBL (Himachal Pradesh State Electricity Board Limited) is the electricity distribution utility for the entire state of Himachal Pradesh, covering Shimla, Dharamshala, Manali, Solan, Mandi, Kullu, Hamirpur, Bilaspur, Chamba, Una, Sirmaur and Kinnaur districts.
To file a complaint, call 1912 (24 hours) or toll-free 1800-180-8060. Email cgrf@hpsebl.in with your Consumer Number (on your electricity bill), division name, address and a description of the issue. Online complaints are available at <a href="https://www.hpsebl.in" target="_blank" rel="noopener noreferrer">hpsebl.in</a> under Consumer Services. Note the complaint reference number.
HPSEBL is regulated by <a href="https://hperc.org" target="_blank" rel="noopener noreferrer">HPERC (Himachal Pradesh Electricity Regulatory Commission)</a>. Billing disputes must receive a written reply within 15 days. Power restoration timelines are set under HPERC supply code regulations.
If HPSEBL does not resolve satisfactorily, approach the HPSEBL Consumer Grievance Redressal Forum (CGRF) at hpsebl.in. Further escalation is to HPERC at hperc.org or the Electricity Ombudsman of Himachal Pradesh.
